About the Job:

We are seeking an experienced Director of Engineering to provide technical leadership, strategic oversight, and mentorship across multidisciplinary engineering teams. This role is responsible for supporting project execution, strengthening quality control processes, developing engineering talent, and ensuring consistency, accountability, and technical excellence across all engineering operations.

The ideal candidate will collaborate closely with executive leadership, project managers, engineers, designers, and technical staff to drive successful project delivery, improve operational efficiency, maintain client relationships, and support long-term organizational growth.


Key Responsibilities:

Provide technical leadership and oversight across engineering teams involved in land development, municipal utility districts, public infrastructure, site development, and related civil engineering projects.

Support project managers and team leaders throughout all phases of project delivery, including planning, design, permitting, bidding, construction, and project closeout.

Review and guide technical design decisions related to water, wastewater, drainage, paving, detention systems, utilities, and public infrastructure improvements.

Develop, implement, and continuously improve quality assurance and quality control standards across engineering projects.

Mentor and develop engineers, project managers, CAD designers, EITs, and technical staff.

Assist with staffing strategies, workload balancing, project assignments, and resource allocation.

Establish and maintain engineering standards, design procedures, templates, technical workflows, and best practices.

Conduct senior-level reviews of reports, specifications, engineering plans, technical memoranda, studies, and regulatory submissions.

Coordinate with municipalities, counties, utility providers, regulatory agencies, and other stakeholders to facilitate project approvals.

Support project planning activities, including scope development, scheduling, budgeting, and project execution strategies.

Identify and resolve technical, operational, staffing, scheduling, budgetary, and constructability challenges.

Contribute to business development initiatives, proposal preparation, client relationship management, and strategic growth efforts.

Promote collaboration, accountability, and consistency across engineering teams.

Assist executive leadership with organizational planning, engineering operations, succession planning, and staff development initiatives.

Ensure compliance with applicable regulations, engineering standards, agency requirements, and professional best practices.


Required Qualifications:

Bachelor of Science in Civil Engineering.

Licensed Professional Engineer (PE) in the State of Texas.

12+ years of civil engineering experience.

12+ years of project management experience.

Strong background in land development, municipal infrastructure, utility districts, public works, or related civil engineering services.

Proven experience leading engineering teams, project managers, and technical personnel.

Extensive knowledge of civil engineering design, permitting, construction processes, and regulatory requirements.

Experience with water, wastewater, drainage, paving, detention, utilities, and site development projects.

Strong understanding of municipal, county, utility district, and regulatory approval processes.

Demonstrated success in mentoring staff, improving operational processes, and delivering high-quality engineering projects.

Excellent leadership, communication, client management, and organizational skills.

Ability to balance technical oversight, staff development, project execution, and strategic business objectives.

Strong attention to detail and commitment to quality, accountability, and problem-solving.


Preferred Qualifications:

15+ years of progressive civil engineering experience.

Experience leading multidisciplinary engineering teams in a growing organization.

Strong background in organizational development, process improvement, and engineering operations management.
