About the role

Hybrid Business Process Analyst (BPA)

Client: Oklahoma State Department of Health (OSDH)

Location: Oklahoma City, OK

Work Arrangement: Hybrid – 3–4 days onsite per week

Contract Duration: 12 Months

Interview: 1 Round – In-Person, up to 60 minutes

Key Responsibilities

  • Conduct business process analysis through stakeholder interviews, workflow reviews, data analysis, and other assessment methods.
  • Analyze current processes to identify:
  • Inefficiencies
  • Bottlenecks
  • Redundancies
  • Process gaps
  • Root causes
  • Improvement opportunities
  • Develop and maintain current-state and future-state process maps and workflows.
  • Apply Lean Six Sigma and quality improvement methodologies to business processes.
  • Develop practical, data-driven recommendations to improve efficiency, effectiveness, standardization, and sustainability.
  • Create and maintain Standard Operating Procedures (SOPs) and process documentation.
  • Develop business requirements, analysis reports, executive summaries, and other professional documentation.
  • Facilitate or support process improvement sessions with program staff, subject matter experts, and stakeholders.
  • Develop appropriate process measurements and performance indicators to evaluate improvement initiatives.
  • Support implementation, change management, and sustainment activities.
  • Track project deliverables, progress, risks, issues, and recommendations.
  • Provide regular status updates to stakeholders and project leadership.
  • Incorporate stakeholder feedback into final deliverables.
  • Perform other duties as assigned.

Required Qualifications

  • 3–5+ years of experience as a Business Analyst or Business Process Analyst.
  • Professional experience in:
  • Business Analysis
  • Process Improvement
  • Project Management
  • Performance Management
  • Business Process Analysis
  • Strong analytical and problem-solving skills.
  • Experience developing process maps, workflows, SOPs, reports, and business documentation.
  • Experience conducting stakeholder interviews and requirements/process discovery.
  • Strong understanding of Lean Six Sigma and process improvement methodologies.
  • Excellent written and verbal communication skills.
  • Strong stakeholder facilitation and collaboration abilities.

Preferred Qualifications

  • Experience working in state government, healthcare, public health, finance, regulatory, or other regulated environments.
  • Experience supporting strategic initiatives, organizational transformation, or enterprise-level improvement programs.
  • Master's degree in Business Administration (MBA) or Healthcare Administration (MHA) preferred.
  • Lean Six Sigma certification or formal training.
  • Project Management certification or experience.
  • Change Management certification or experience.
  • Business Analysis certification or related professional training.
  • Experience creating:
  • Executive-level reports
  • Dashboards
  • Process maps
  • SOPs
  • Implementation documentation
  • Performance metrics

Work Arrangement

This is a hybrid position requiring the selected candidate to work 3–4 days per week onsite at the OSDH Central Office in Oklahoma City.


Ideal Candidate

The ideal candidate is a Business Process Analyst / Business Analyst with strong hands-on experience in process improvement and Lean Six Sigma. The candidate should be comfortable working directly with stakeholders, analyzing complex workflows, identifying inefficiencies, documenting current and future processes, and developing practical recommendations that support organizational transformation.

Candidates with experience in government, healthcare, public health, finance, or regulated environments are strongly preferred.
