Position Overview:
We are seeking an experienced Project Manager III (PMIS Technology) to lead the planning, implementation, integration, migration, and optimization of enterprise Project Management Information Systems (PMIS) supporting large-scale capital improvement and infrastructure programs.
This role will serve as the primary liaison between executive leadership, Project Management Offices (PMO), Information Technology, Finance, contractors, consultants, and operational stakeholders to ensure successful deployment, adoption, and long-term support of enterprise technology platforms.
The ideal candidate will possess a strong combination of capital program management expertise, PMIS implementation experience, financial systems knowledge, and stakeholder management skills. This individual will oversee system modernization initiatives, legacy platform transitions, business process improvements, data integrations, user training, operational readiness activities, and post-go-live support.
Key Responsibilities:
Program & Technology Leadership:
Serve as the primary point of contact and Owner's Representative for enterprise PMIS implementation and modernization initiatives.
Lead PMIS transition efforts from legacy platforms to modern enterprise solutions.
Oversee planning, deployment, configuration, migration, integration, and optimization activities.
Coordinate implementation efforts across PMO, IT, Finance, Facilities, consultants, vendors, and end-user groups.
Develop PMO technology roadmaps aligned with organizational objectives.
Establish PMIS governance standards, workflows, operational procedures, and best practices.
PMIS Implementation & Migration:
Lead migration planning and execution for historical data, workflows, forms, reports, accounting information, and invoicing processes.
Coordinate system validation, quality assurance, and User Acceptance Testing (UAT).
Develop and maintain implementation schedules, issue logs, risk registers, and deployment readiness plans.
Collaborate with vendors, developers, finance teams, and stakeholders to resolve implementation issues and support system stabilization.
Financial Systems & Cost Management:
Support integration between PMIS platforms and financial/accounting systems.
Coordinate budgeting, contract management, change orders, invoice reviews, payment applications, cost tracking, forecasting, and financial reporting processes.
Manage invoicing workflows, approval routing, and financial controls within the PMIS environment.
Work closely with accounting and project controls teams to ensure accurate reporting, invoice processing, reconciliation, and audit readiness.
Assist in resolving invoicing discrepancies and workflow issues.
Training, Change Management & User Support:
Develop and deliver PMIS training programs for executives, PMO teams, site users, contractors, consultants, accounting personnel, and finance stakeholders.
Provide ongoing user support, issue resolution, and operational guidance.
Lead change management initiatives to increase adoption and platform utilization.
Create user guides, training materials, procedures, and knowledge transfer documentation.
Facilitate communication between technical teams and business users.
Post-Go-Live Operations:
Lead post-implementation support and stabilization efforts.
Manage system enhancements, upgrades, and continuous improvement initiatives.
Monitor system performance, user adoption, workflow effectiveness, and operational efficiency.
Coordinate future releases, feature testing, and deployment activities.
Business Process & Systems Integration:
Analyze business processes and identify opportunities for automation and efficiency improvements.
Lead requirements gathering, system configuration, testing, and acceptance activities.
Coordinate integrations between PMIS, ERP systems, financial systems, reporting tools, document management systems, BIM platforms, and asset management solutions.
Develop dashboards, reporting tools, and executive-level analytics.
Capital Program Support:
Support large-scale capital construction programs involving project controls, cost management, document controls, scheduling, invoicing, and compliance reporting.
Collaborate with executive leadership, PMO teams, facilities groups, finance departments, and external consultants.
Develop governance standards, workflows, reporting structures, and implementation strategies.
Required Qualifications:
Bachelor's degree in Business Administration, Information Systems, Engineering, Construction Management, Accounting, Finance, or a related field.
Minimum 10 years of experience supporting large-scale capital programs, PMO systems, enterprise technology implementations, or construction technology initiatives.
Demonstrated experience leading PMIS implementation, migration, or modernization projects.
Experience transitioning organizations from legacy PMIS platforms to modern enterprise systems.

Knowledge of Agile/Scrum methodologies and software delivery lifecycles.
Excellent communication, presentation, stakeholder management, and leadership skills.
Preferred Qualifications:
Experience supporting public agencies, higher education institutions, airports, ports, utilities, or large infrastructure programs.
Experience serving as an Owner's Representative for PMIS implementations.
Experience migrating from Proliance or similar legacy systems to Trimble Unity Construct (eBuilder).
Experience with construction accounting systems, contract management, invoice approval workflows, and capital financial reporting.
Experience with data migration, ETL processes, reporting architecture, and dashboard development.
Familiarity with document management systems, BIM integrations, and asset management platforms.
PMP, Scrum Master, or related certifications.
Ability to manage multiple concurrent projects and stakeholders in complex environments.
Strong executive presentation, facilitation, and board-level communication skills.
