About the Job:
We are seeking an experienced Project Manager to oversee and manage a wide range of public works infrastructure projects, including roadways, bridges, stormwater systems, landfill facilities, and other civil engineering initiatives. This role is responsible for leading projects from planning and design through construction, ensuring compliance with engineering standards, regulatory requirements, budgets, and schedules while coordinating with contractors, consultants, government agencies, and internal teams.
Key Responsibilities:
Manage public works projects from planning, design, procurement, construction, and closeout.
Lead engineering design and construction activities for roads, bridges, storm sewer systems, and other civil infrastructure projects.
Coordinate and supervise engineering staff, consultants, contractors, survey crews, and technical personnel.
Oversee project scheduling, budgeting, cost tracking, forecasting, and financial reporting.
Administer construction contracts and monitor contractor performance to ensure compliance with plans and specifications.
Coordinate right-of-way acquisition activities for infrastructure projects.
Identify and pursue Federal, State, and local funding opportunities while managing reimbursement processes.
Ensure compliance with environmental regulations, permits, engineering standards, and public safety requirements.
Assist with transportation improvement planning and long-term capital improvement programs.
Participate in construction inspections, field engineering, and quality assurance activities.
Coordinate with government agencies, utility companies, consultants, and stakeholders throughout project execution.
Prepare engineering reports, technical documentation, project updates, and public presentations.
Address public inquiries, participate in community meetings, and communicate project information.
Provide leadership, coaching, and performance oversight to technical support staff.
Required Qualifications:
Bachelor's Degree in Civil Engineering or a related field OR equivalent combination of education and extensive civil engineering experience.
Minimum 2+ years of civil engineering experience with an Engineer-in-Training (EIT) certification OR 15+ years of progressively responsible civil engineering experience.
Strong knowledge of roadway, bridge, drainage, and public infrastructure design and construction.
Experience managing civil construction projects, contractors, consultants, and project teams.
Knowledge of Federal, State, and local public works regulations, permitting, and funding programs.
Experience with project budgeting, cost control, scheduling, and contract administration.
Ability to interpret engineering plans, specifications, and construction documents.
Excellent leadership, organizational, communication, and problem-solving skills.
Valid driver's license.
Preferred Qualifications:
Engineer-in-Training (EIT) certification.
Experience working with municipal or county public works departments.
Knowledge of transportation improvement planning, right-of-way acquisition, and environmental permitting.
Experience with surveying, construction inspection, and civil engineering project management.
